Quantum computers and AI are not threats on their own timeline — they accelerate each other. Your encrypted data may be harvested today for decryption later, and AI makes the cryptanalysis faster. In plain language: what each combination costs, and what you need to prepare now.
Encryption protects data in transit — today. But an adversary with a large quantum computer in a decade can decrypt everything captured now. Current encryption is resistant to classical computers but not to quantum computers. A hostile state or organization may be harvesting encrypted traffic today: financial records, medical data, IP, emails, keys — everything in the pipes — storing it and waiting for the day quantum computers make it readable. If the information is still valuable in 10 years, your risk is today.
Business impact: breach of information that is currently confidential for decades, loss of trade secrets, loss of personal data held under regulation. The harvest-now window closes when quantum computers arrive, but encrypted data harvested today remains a target forever.
Encryptie beschermt data in transit — vandaag.
AI cannot decrypt current encryption faster than a quantum computer, but it can prioritize which stored data is worth decrypting when quantum capability arrives, accelerating the break-in where it matters most.AI kan huidige encryptie niet sneller ontcijferen dan een quantumcomputer, maar het kan prioriteiten stellen welke opgeslagen data het waard is om te ontcijferen wanneer quantumcapaciteit aankomt.
An adversary can use AI to identify which encrypted communications came from which organisations and predict which will remain valuable in the future based on the pattern of traffic size and timing.
Data classification models can identify which information in your systems remains sensitive for 10+ years and therefore needs post-quantum protection today, starting with the highest-value items.
Encryption relies on mathematical problems that are hard for classical computers to solve. AI might find shortcuts that mathematicians have not. Machine learning can identify patterns in encrypted data, side channels or implementation weaknesses that traditional cryptanalysis overlooks. This is not a known attack yet — it is a category of risk. If an AI system can infer patterns in encrypted traffic that reduce the search space, the encryption loses its strength not because the algorithm is broken, but because a shortcut was found.
Business impact: encryption that was believed secure no longer is. Unlike a mathematical break, an AI-discovered shortcut may work only on certain data patterns or implementations, making it hard to know whether your systems are affected. You cannot assume your encryption is safe until you test it.
AI excels at finding patterns that humans miss. A system trained on millions of encrypted messages could potentially find statistical weaknesses in key generation, message padding, or implementation that reveal information about the plaintext.AI blinkt uit in het vinden van patronen die mensen missen.
An organisation with AI expertise and access to massive encrypted data samples has an advantage, but this is a sophisticated attack, not a mass exploitation. Small organisations are lower priority targets.
Machine learning can flag anomalies in how your cryptography behaves. Being able to swap an algorithm quickly when a weakness is found matters more than rotating algorithms routinely.
A large quantum computer breaks RSA and ECC outright with Shor’s algorithm — it needs no help from AI to do that. Against symmetric encryption such as AES-256 it gives only a limited speed-up, so AES-256 stays strong. AI adds to the threat around the maths: it speeds up quantum research itself and finds implementation flaws and side-channel leaks faster. Current research does not support claims that AI cuts a 256-bit key to hours of quantum work.
Business impact: the exposure sits almost entirely in public-key cryptography — key exchange (TLS, VPN), certificates and code signing. Data stored under AES-256 is not the weak point; the RSA or ECC keys that protect or transport it are.
AI does not make Shor’s algorithm smarter. It speeds up the research — error correction, qubit control — that brings a useful quantum computer closer, and it finds implementation bugs faster.AI maakt het algoritme van Shor niet slimmer.
Quantum hardware is rare and built at national scale; AI is everywhere. Expect the pairing at nation-state level first — the same actors that harvest traffic today.
Hybrid post-quantum encryption as the baseline, keys in hardware security modules so they cannot be copied off a compromised server, and validated, constant-time crypto libraries so side-channel attacks find less.
Most organisations are not migrating to post-quantum encryption yet. The assumption is that there is time — that quantum computers are 10+ years away. But quantum computing timelines are uncertain. If the first cryptographically useful quantum computer arrives around 2030 (possible, says the AIVD) and your plan assumes the 2040s, you will be mid-transition when the window closes. Worse: data encrypted today with current algorithms will be decoded when quantum arrives, even if you switch to post-quantum encryption tomorrow. There is no "catching up" after the fact. Your migration must start now to cover the data stream that matters for the next decade.
Business impact: a gap between the arrival of quantum computers and the completion of your migration means an undefended period. Data encrypted during the migration will be vulnerable for years. The migration is long — it involves every system that generates, stores or transmits secrets. And it cannot be undone: once you switch off old encryption, you cannot decrypt data stored under it if you were wrong about the quantum timeline.
AI will not build a quantum computer, but breakthroughs in error correction, qubit control and algorithm design may arrive faster than expected because AI itself accelerates discovery. A breakthrough you expected in the 2040s could come years earlier.AI zal geen quantumcomputer bouwen, maar doorbraken in foutcorrectie, qubitbesturing en algoritmieontwerp kunnen sneller arriveren dan verwacht omdat AI zelf ontdekkingen versnelt.
Building a quantum computer is a national investment, not a rogue operation. An organisation can focus on preparing for the threat without watching for a sudden weaponisation event. The timeline is the risk, not surprise.
AI can track the quantum computing landscape, analyse published papers and patent activity to estimate timelines, and update your risk model. But planning for "quantum in 5 years" is safer than hoping for 10, regardless of what the models say.AI kan het quantumcomputinglandschap bijhouden, gepubliceerde papers en octrooiactiviteiten analyseren om tijdlijnen in te schatten.
Where to start is your call. Boxes tagged HNDL carry secrets over a network that can be recorded today and decrypted later — hybrid post-quantum key exchange there is often the most effective first step. Boxes tagged SIG cannot be harvested, but roots and firmware live for decades, so they usually need the longest planning.
Waar u begint, bepaalt u zelf.
The top three bars carry the argument: data encrypted today may need to stay secret for longer than it takes a quantum computer to arrive, and switching takes years. That is why we suggest starting now — mostly by adding post-quantum requirements to hardware, software and contract renewals you already plan.
What the board may want to decide in 2026: a mandate, one owner (often the CIO) and a multi-year budget — then five yes/no checkpoints. The flags are EU recommendations and NIST drafts, not legal deadlines; your sector or supervisor may set other dates.
| Control | Contains | In one line |
|---|---|---|
| Data classification | Stored data (01) | Which information in your systems will be sensitive 10+ years from now? That data needs post-quantum protection today, whether it is encrypted or not. |
| Cryptographic inventory | All four | Every system that generates, stores or transmits secrets: algorithm, key size, key rotation policy, end-of-life date. You cannot migrate what you haven't counted. |
| Post-quantum standards | Stored data (01) | NIST published the first post-quantum standards in August 2024 (ML-KEM, ML-DSA, SLH-DSA). Adopt them for new systems immediately, even if the threat is years away. |
| Hybrid encryption | Stored data, AI shortcut (01, 02) | Use both current and post-quantum encryption together. If one fails to a quantum computer or AI shortcut, the other still holds. |
| Hardware key storage | AI shortcut, hybrid (02, 03) | Keys held in a hardware security module cannot be copied off a compromised server. It does not stop cryptanalysis, so check that the HSM supports post-quantum algorithms. |
| Timeline planning | Migration lag (04) | Plan as if quantum could break today’s encryption around 2030 — the AIVD’s early estimate — not “some time in the 2040s”. Start migration of your highest-value systems now. A fast start keeps you ahead of the timeline. |
| Harvest-protected secrets | Stored data (01) | For data that must stay confidential for decades: crypto-agility (ability to switch algorithms), hybrid post-quantum key exchange (classic forward secrecy alone does not help against quantum), and re-wrapping archive keys held under RSA. |
| Rotation and monitoring | All four | Regular rotation of encryption keys, monitoring of cryptographic implementations for weaknesses, and a process to disable compromised algorithms quickly when needed. |
| Maatregel | Beheerst | In één zin |
|---|---|---|
| Dataclassificatie | Opgeslagen data (01) | Welke informatie in uw systemen blijft 10+ jaar gevoelig?

The risk is timing: you need to act before arrival.

Post-quantum encryption and hybrid algorithms reduce risk significantly. Residual risk comes from timing: if quantum arrives faster than your migration, you are still vulnerable.

| Framework | What it requires of you | When a supplier hands you their report | When this incident happens |
|---|---|---|---|
| NIS2 | Risk management covering emerging cryptographic threats. Include post-quantum readiness in your baseline security policies. NIS2 (Art. 20) requires management to approve the risk measures; we suggest the migration timeline is one of them. | Ask the supplier: do you have a post-quantum migration roadmap? By what date will critical systems be protected? What is your plan if a quantum breakthrough accelerates the timeline? | If encrypted data was harvested before your migration completed, you face a delayed breach: regulatory notification under GDPR when the decryption occurs, not when harvesting happened. This is uncharted legal territory; escalate to legal immediately. |
| DORA | For financial entities: cryptographic systems are ICT infrastructure. The post-quantum migration is part of your ICT risk management. Document your migration timeline in your risk register and board papers. Include the migration plan in third-party due diligence for vendors handling your cryptographic keys. | For suppliers handling encryption: verify they have a post-quantum migration plan, understand the timeline, and ensure your contracts cover the transition. A supplier still on legacy algorithms by 2028 is a concentration risk. | A successful harvest-now attack discovered after your migration may trigger a major incident notification if decryption occurs before your timeline is complete. The incident severity depends on what data was harvested and how sensitive it remains. |
| SOC 2 | If you issue one: SOC 2 does not require a post-quantum roadmap, but one is worth including in your cryptographic controls, with timeline and progress, so the transition period is in scope. | An audit of a cryptography vendor should verify: inventory of systems by algorithm, migration plan and timeline, and evidence of post-quantum testing. Legacy algorithms with no sunset date are a control deficiency. | The audit will flag any long-lived encrypted data that was not migrated to post-quantum protection as a control deficiency. Customers will ask for your remediation timeline and evidence of progress. |
| ISAE 3402 | If you provide a service involving cryptography: ISAE 3402 sets no post-quantum requirement, but we suggest your control objectives cover the transition and the description states when legacy algorithms will be decommissioned. | Review the service organisation's description: does it mention post-quantum encryption? What is the timeline for legacy systems? If post-quantum is not mentioned, it may indicate the organisation has not yet addressed this risk. | If a quantum breakthrough accelerates decryption of data stored in your customer's systems, the service organisation's controls over cryptography become relevant. Auditors will review whether the transition was timely and whether the organisation flagged the risk to customers. |
